More parallel build fixes

* cross/Makefile.in: (.PHONY):
* java/Makefile.in: (.PHONY):
* src/Makefile.in: (libemacs.so): Avoid calling ndk-build from
two places at once.  Build android-emacs separately from
libemacs.so.
